Nuclear in Italy 2026: who pays?

The Government is discussing the prospect of highly expensive "compact nuclear power plants." It is an ambitious vision, but Italy is currently facing, as is well known, significant financial constraints. Who will finance such a costly endeavor? A delegated law certainly cannot print the funds we currently lack, leaving some to wonder if its actual purpose might simply be to block the referendum.
